I really think that DevOps is often too focused on tooling and developmentm only. Most organisations think that by creating a DevOps Team to do CI (or even CD) is enough. DevOps should be part of the Value Stream within an organisation, helping to deliver business value. DevOps of itself is only part of what allows IT to deliver value.
